シェムガン県：面積—約2,100平方ｋｍ
標高はさほど高くなく温暖な気候であるが、険しい山に覆われ、幹線道路から離れていることもあり近代化が遅れた。そのために伝統的な文化が色濃く残されている。1975年から80年にかけてダショー・西岡が、焼畑農耕に頼っていたシェムガンのバンパンを地域の人達と共に開墾、立派な水田地にした。

…has relatively low altitude and warm temperature. However the extreme ragged terrain and lack of access to major road prevent this region from being modernized. Therefore, traditional Bhutanese culture is still untouched. This place had long been used for shifting cultivation by the Banpans. However, the massive effort by the local people leaded by Dasho Nishioka, has developed decent paddy field.
